The initiative was presented on 14 September 2026 at an SMR-themed side event in Vienna, held on the occasion of the 70th Regular Session of the IAEA General Conference.倡议于 2026 年 9 月 14 日在维也纳举行的小堆主题边会上发布，该边会在国际原子能机构第 70 届大会期间举办。
An open platform for shared challenges通过开放合作回应共同挑战
The initiative identifies climate change, energy security and the green and low-carbon transition as shared challenges. It proposes cooperation in four areas: technological innovation, standards harmonization, capacity building, and promotion and application.倡议关注气候变化、能源安全和绿色低碳转型等共同挑战，提出在技术创新、标准协同、能力建设和推广应用四大领域开展合作。
In its initial phase, the network is planned as a non-profit, unincorporated and open cooperation initiative. It seeks participation from government departments, regulators, enterprises, research institutes and universities in countries interested in SMR development.联盟初期拟作为非营利性、非法人、开放性合作机制运行，汇聚有意发展小堆国家的政府部门、监管机构、企业、科研院所及高校。

GNSI’s proposed approach combines innovation-driven and safe development with open, inclusive and widely beneficial cooperation.
